全国政协副主席，上海合作组织睦邻友好合作委员会主席沈跃跃致辞，她回顾了过去22年来上海合作组织的贡献。她指出，22年来，上合组织坚定弘扬上海精神，坚定遵循不结盟、不对抗、不针对第三方的合作原则，持续深化政治、安全、经济、人文、对外交往、机制建设等领域合作，成功吸收印度、巴基斯坦成为成员国。在实现自身快速发展的同时，为维护亚欧大陆和平稳定，促进地区国家发展繁荣，推动构建新型国际关系和人类命运共同体做出重要贡献。
The Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and Chairman of the SCO Committee on Good-Neighborliness, Friendship and Cooperation Mrs. Shen Yueyue delivered a speech in which she reviewed the contributions of the SCO over the past 22 years. She pointed out that over the past 22 years, SCO has firmly carried forward the Shanghai spirit, firmly followed the principles of non-alignment, non-confrontation and non-targeted third-party cooperation, continued to deepen cooperation in the fields of politics, security, economy, humanities, foreign relations and mechanism building, successfully absorbed India and Pakistan as member states. It has made important contributions to maintaining peace and stability in Asia and Europe, promoting the development and prosperity of regional countries, and promoting the building of a new type of international relations and a community of human destiny.
上合组织秘书长张明表示，当今国际局势复杂深刻变化，新威胁新挑战不断凸显。在此背景下，国际社会对上合组织兴趣不降反升，中东、北非、南亚和东南亚等地区国家正积极寻求加入本组织大家庭。这清晰地表明，上合组织所奉行的宗旨原则越来越得到广泛认可。同时，本组织各国和各国人民对上合组织工作也寄予越来越高的期待。对此，各成员国一致认为，只有坚持团结互信，携手合作，才能化挑战为新机遇，赢得更美好的未来。
SCO Secretary-General Zhang Ming said that today's international situation is complicated and undergoes profound changes with new threats and challenges. In this light, the interest of the international community in the SCO has increased rather than decreased, and countries in the Middle East, North Africa, South Asia and Southeast Asia are actively seeking to join the organization's family. This is a clear indication that the principles of the purposes pursued by SCO are becoming more and more widely recognized. At the same time, the countries and peoples of the SCO are placing higher and higher expectations on the work of SCO. In this regard, the member states agree that only by adhering to unity and mutual trust and working together can we turn challenges into new opportunities and win a better future.
晚会现场，张明秘书长授予塔吉克斯坦共和国国家奥委会副主席、奥运冠军吉里索德•纳扎罗夫夫，乌兹别克斯坦艺术学院院长、人民艺术家阿克马里•努里金诺夫“上海合作组织亲善大使”的荣誉称号。
At the event, Secretary General Zhang Ming awarded the"SCO Goodwill Ambassador"honorary titles to Vice President of the National Olympic Committee of the Republic of Tajikistan, Olympic champion Dilshod Nazarov, and Chairman of the Academy of Arts, People’s Artist of Uzbekistan Akmal Nuridinov.
