August 16th this year, will celebrate the 40th anniversary of establishment of diplomatic relations between China and Iran. Over the past 40 years, the friendship between Chinese and Iranian people has a long history. The two countries have achieved development of relations in political, economic, cultural and other fields. The high-level contacts between the two sides have also maintained the momentum. Over the past 40 years, the two countries developed the friendly relations and cooperation, increased political mutual trust, and benefited the two peoples. On the 40th anniversary of establishment of diplomatic relations between China and Iran, ambassador of Iran Mahdi Safari accepted the interview of Home and Abroad News Press.
萨法里是伊朗资深外交官。他于2010年正式出任伊朗驻华大使。在此之前，他曾出任伊朗驻俄罗斯、奥地利大使及伊朗驻德国外交特使，并担任过里海事务特别代表和伊朗外交部副部长等重要职位。曾多次陪同伊朗领导人访问中国，参加了许多重要会谈。
Mahdi Safari is a senior Iranian diplomat. He officially took the 2010 Ambassador of Iran. Before that, he has served as Iran's ambassador to Russia, Austria and Iran's diplomatic envoy in Germany. He also served as Special Representative for the Caspian Sea and Iranian Deputy Foreign Minister and other important positions. He has visited to China many times accompany Iranian leaders, and participated in many important talks.
记者：您好！迈赫迪•萨法里先生，我们知道您去年七月刚到任伊朗驻中国大使。今年，中国和伊朗建交40周年，建立外交关系以来，两国在政治、经济、文化等领域的合作取得重大发展，请问：您将如何在你的任期内继续推动中国和伊朗友好关系向前发展？
Journalist: Hello, Mr. Mahdi Safari. We know that you assumed office Iran's ambassador to China last July. This year happens to be the 40th anniversary of establishment of diplomatic relations between China and Iran. Since the establishment of diplomatic relations, the two countries achieved significant development of cooperation in political, economic, cultural and other fields. How will you promote friendly relations between China and Iran to move forward during your tenure?
大使：伊朗是中东大国，发挥着十分重要的作用。伊朗十分重视同中国的关系。今年是中伊建交40周年，这是一个非常好的机会，我们也想借这次机会进一步拓展中伊在政治、经济、文化等领域的合作。2500年前，中国和伊朗两大文明古国就通过丝绸之路进行了商贸往来。这两大文明古国对世界做出了很大的贡献。我想，现在我要做的事情还有很多，我计划参观中国每个省，与各个省长交流，进一步拓展中伊在政治、经济、文化等领域的合作。
Ambassador: Iran is a country in the Middle East, and plays a very important role. Iran attaches great importance to relations with China. This year is the 40th anniversary of establishment of diplomatic relations between China and Iran which is a very good opportunity. We would like to take this opportunity to further expand cooperation with China in political, economic, cultural and other fields. 2500 years ago, two ancient civilizations of China and Iran conducted trade exchanges through the Silk Road. These two ancient civilizations made a great contribution to the world. I think there are many things to do. I plan to visit every province of China, and communicate with each governor, to further expand cooperation with China in political, economic, cultural and other fields.
记者：本刊记者去年11月在伊朗采访时了解到：伊朗政局稳定，投资环境优良，而且税率低，劳动力成本小、素质高，对于中国的投资者有着不可抗拒的吸引力。请您谈谈目前中伊两国合作的项目及伊朗政府对外来投资者的支持。
Journalist: We learned from our last November interview in Iran that: Because of political stability, excellent investment environment, low tax rates, small labor cost, and high-quality workforce factors, Iran has an irresistible appeal to Chinese investors. Could you please talk about the current cooperation projects between China and Iran, and the support policies Iranian government provide to foreign investors?
大使：在通信领域，伊中两国的通信业年贸易额有10亿到15亿美元。在交通建设领域，我们两国正在合作建设铁路。在水利建设方面，我们在准备10到12个电厂的扩建合作项目。伊朗交通部、通讯部、能源部从过去到现在一直都在积极开展与中国的合作项目。在石油和天然气领域有很多合作，到目前为止，中伊的合作贸易额已经达到30亿美元，但是在未来5年，希望通过我们双方的努力能够使它达到100亿美元。我们政府是全力的支持、鼓励投资者赴伊朗投资。并出台很多优惠政策，使馆商务处有专门接待投资者咨询。因为他们在伊朗投资，产品还可以直接销往邻国。
Ambassador: In the field of communications, the communications industry annual trade volume between China and Iran reaches 1 to 1.5 billion U.S. dollars. In the field of transportation construction, our two countries are working together to build the railways. In water conservancy construction, we have 10 to 12 cooperation projects in preparation for power plant expansion. Iran's Ministry of Transport, Communications, and Energy from the past to the present have been actively carrying out cooperation projects with China. There are many cooperation projects in area of oil and gas. So far, cooperation between China and Iran in trade volume has reached 3 billion U.S. dollars. But in the next 5 years, we hope that through the efforts of both sides to reach 10 billion U.S. dollars. Our Government fully support and encourage investors to Iran, and issued many preferential policies. Embassy Commercial Office also has a special reception for investor's business consulting. Because they invest in Iran, the product can also be directly exported to neighboring countries.
记者：伊朗是一个有悠久历史和灿烂文化的国家，上海世博会伊朗馆展现了伊朗的艺术成就，给中国观众留下深刻的印象。请问伊朗旅游特色是什么？
Journalist: Iran is a long history and splendid culture of the country. The Iran Shanghai World Expo Pavilion has showed Iran's artistic achievements, and made a deep impression on Chinese audiences. What are the Iran tourist attractions?
大使：伊朗是具有四五千年历史的文明古国，史称“波斯”。公元前6世纪波斯帝国盛极一时，创造了灿烂的波斯文化。在伊朗，到处都散布着历史的遗迹。伊朗在艺术方面有很高的成就。联合国教科文组织已将伊朗几处地方都列为世界遗产。关于中伊旅游合作，目前为止，两国旅游方面合作的“大门”还没有完全打开。我们要在这方面作出努力。
Ambassador: Iran is an ancient civilization of 4000 to 5000 years, known as "Persian". Flourished 6th century BC Persian Empire, Persian culture created a splendid. In Iran, everywhere scatters around the remains of history. Iran has a very high artistic achievement. Iran has several UNESCO World Heritage places. On tourism cooperation, so far, cooperation in tourism between the two countries has not fully opened. We should make joint efforts in this area.
