On the morning of September 17, the 23rd China-ASEAN Expo and China-ASEAN Business and Investment Summit opened in Nanning, Guangxi. Ding Xuexiang, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, attended the opening ceremony and delivered a speech. Foreign leaders and senior officials, including Myanmar’s Vice President U Nyo Saw, Executive Deputy Prime Minister of Vietnam Pham Gia Tuc, and Executive Deputy Prime Minister of Laos Saleumxay Kommasith, as well as the ASEAN Secretary-General Gao Jinhong, were in attendance. This year marks the 5th anniversary of the establishment of the China–ASEAN Comprehensive Strategic Partnership, the first year of the “China–ASEAN Comprehensive Strategic Partnership Action Plan (2026–2030)” and a pivotal year for accelerating the implementation of the Protocol on the Upgrade to Version 3.0 of the China–ASEAN Free Trade Area following its signing. This year’s China-ASEAN Expo thoroughly implements the series of important consensus reached by President Xi Jinping and the leaders of ASEAN countries, actively advances the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative, the Global Governance Initiative, and the initiative to jointly build the “Five Homes” with the theme “Sharing 3.0 Opportunities, Creating a Better Life Together”.

丁薛祥在致辞中表示，中国—东盟自由贸易区是双方命运共同体建设的重要载体。2021年11月，习近平主席在中国—东盟建立对话关系30周年纪念峰会上，提出尽早启动中国—东盟自由贸易区3.0版建设，为推动自贸区向更高水平发展指明了方向。在双方共同努力下，中国—东盟自贸区一直稳健运行，取得丰硕成果，有力推动区域经济融合发展，给地区民众带来了实实在在的好处。
In his remarks, Ding Xuexiang stated that the China–ASEAN Free Trade Area is an important vehicle for building a community with a shared future between the two sides. In November 2021, at the summit commemorating the 30th anniversary of the establishment of China-ASEAN dialogue relations, President Xi Jinping proposed launching the construction of the China-ASEAN Free Trade Area 3.0 version as soon as possible, charting the course for advancing the FTA to a higher level. Through the joint efforts of both sides, the China-ASEAN FTA has been operating steadily, yielding fruitful results, vigorously promoting regional economic integration and development, and bringing tangible benefits to the people of the region.

丁薛祥指出，中国—东盟自贸区3.0版升级议定书生效实施后，将为区域经济发展注入源源不断的新动能。围绕建设好更高水平的中国—东盟自贸区，他提出4点建议。一是推动区域开放水平全面提升。建立更为完善的合作框架和机制化安排，深化标准、技术法规等领域合作，加快建设开放、包容、以规则为基础的区域一体化大市场。二是推动贸易投资合作提质升级。坚定携手应对国际经贸挑战的信心和决心，进一步拓展合作深度和广度，共同维护地区和全球产业链供应链稳定。三是推动新兴领域合作走深走实。共同促进区域数字经济发展，深化人工智能应用合作，畅通环境产品和服务贸易，打造区域经济高质量发展新引擎。四是推动互联互通更加便捷高效。发挥中国和东盟山水相连独特优势，统筹推进铁路、公路、港口、机场等基础设施建设，打通跨境物流堵点，高水平共建国际陆海贸易新通道。
Ding Xuexiang pointed out that once the Protocol on the Upgrade to China–ASEAN Free Trade Area 3.0 enters into force, it will inject a steady stream of new momentum into regional economic development. With regard to building a higher-level China–ASEAN Free Trade Area, he put forward four suggestions. First, promote a comprehensive enhancement of the region’s level of openness. Establish more comprehensive cooperation frameworks and institutional arrangements, deepen cooperation in areas such as standards and technical regulations, and accelerate the development of an open, inclusive, and rules-based regional integrated market. Second, promote the qualitative improvement and upgrading of trade and investment cooperation. Firmly uphold the confidence and resolve to jointly address international economic and trade challenges, further expand the depth and breadth of cooperation, and jointly safeguard the stability of regional and global industrial and supply chains. Third, we should deepen and solidify cooperation in emerging fields. We should jointly promote the development of the regional digital economy, deepen cooperation on the application of artificial intelligence, facilitate trade in environmental goods and services, and create new engines for high-quality regional economic development. Fourth, we should make connectivity more convenient and efficient. We should leverage the unique advantage of China and ASEAN being connected by land and sea, coordinate the construction of infrastructure such as railways, highways, ports, and airports, eliminate bottlenecks in cross-border logistics, and jointly build a new international land-sea trade corridor to high standards.

This year’s China-ASEAN Expo has seen new developments in friendly cooperation. East Timor made its debut as a full member of ASEAN and a co-host of the Expo, marking the first time all 11 ASEAN member states—following the bloc’s expansion—have gathered in Nanning. The exhibition has also undergone significant upgrades, with a total exhibition area of approximately 170,000 square meters. More than 3,400 companies from over 70 countries and regions are participating, representing a 5.3% increase in the total number of exhibitors compared to the previous edition. The main venue, the Nanning International Convention and Exhibition Center, features five thematic zones: Commodity Trade, Investment Cooperation, Trade in Services, Advanced Technology, and “Charming Cities.” The South A Zone highlights the implementation of ASEAN application scenarios and artificial intelligence displays, while the Guilin International Convention and Exhibition Center focuses on cross-border tourism and trade. The fair features a high level of technological innovation, showcasing new products such as the “Tianzhu-1” satellite and a brain-computer-interface smart sleep device to create an “AI Mega-Market.” To address corporate needs, the “ASEAN Countries’ Demand Zone” has been established for the first time, with over 8,000 pre-matched business pairings facilitated through intelligent matching. To deepen the focus on economic and trade cooperation, the digital economy and green-low-carbon exhibition zones have been upgraded, and new zones, including “Future Space” and “Empowering the Growth of Science and Technology Innovation Enterprises”, have been added.

New tangible results have been achieved in economic and trade activities. This year’s China-ASEAN Expo will host more than 50 economic and trade promotion events, featuring promotional and matchmaking activities focused on trade and investment facilitation, regional economic integration, cross-border production and supply chain cooperation, as well as initiatives such as “Buy from China,” “Export to China,” and “Invest in China,” to help enterprises share business opportunities and facilitate exchanges and partnerships. The China-ASEAN Expo serves as a key showcase for the achievements of China-ASEAN economic and trade cooperation and an important platform for advancing regional economic integration.

On the afternoon of the 16th, Ding Xuexiang held separate meetings with Myanmar’s Vice President U Nyo Saw, Executive Deputy Prime Minister of Vietnam Pham Gia Tuc, and Executive Deputy Prime Minister of Laos Saleumxay Kommasith, and ASEAN Secretary-General Gao Jinhong. He stated that China is willing to work with all parties, guided by the important consensus reached by the heads of state, to maintain close high-level exchanges, strengthen the alignment of development strategies, expand practical cooperation, broaden people-to-people exchanges, and jointly build a closer community with a shared future, thereby making greater contributions to the prosperity and stability of the region and the world. Foreign dignitaries highly commended the important role China has played in regional development and expressed their willingness to deepen cooperation with China in areas such as infrastructure, trade, and investment, to advance high-quality joint construction of the “Belt and Road” and to better benefit the peoples of both sides.
