应美国总统奥巴马邀请，国家主席习近平于3月31日至4月1日出席在美国华盛顿举行的第四届核安全峰会。这是继2014年出席荷兰海牙核安全峰会后，习近平主席第二次出席这一国际会议。
Invited by the US President Barack Obama, President Xi Jinping attended the Fourth Nuclear Security Summit held in Washington D.C. between March 31stand April 1st. This is the second international conferencePresident Xi Jinping attended since the Nuclear Security Summit in The Hague,Netherlandsin 2014.
以“加强国际核安全体系”为主题的本届峰会，将有52个国家和国际组织的领导人出席，共商全球核安全大计。习近平在峰会上并发表题为《加强国际核安全体系，推进全球核安全治理》的重要讲话，围绕构建公平、合作、共赢的国际核安全体系，全面阐述中国政策主张，介绍中国在核安全领域取得的新进展，宣布中国加强本国核安全并积极推进国际合作的举措。
The summit, themed with "Strengthen Global Nuclear Security System", was attended by leaders or representatives of 52 countries as well as heads of international organizations.President Xi Jinping attended the summit and delivered an important speech entitled "Strengthen Global Nuclear Security Architecture and Promote Global Nuclear Security Governance".By centering on the building of a global nuclear security architecture featuring fairness and win-win cooperation, Xi Jinping comprehensively expounded on China's policies and propositions, introduced China's new progress in nuclear security, and announced China's measures in strengthening domestic nuclear security and promoting international cooperation.

习近平在讲话中指出，我在海牙举行的第三届核安全峰会上主张构建公平、合作、共赢的国际核安全体系。为此，我们要强化政治投入，凝聚国际共识，构建以合作共赢为核心的新型国际关系，把握标本兼治方向，推进全球安全治理。要强化国家责任，部署实施核安全战略，构筑严密持久防线。要强化国际合作，打造核安全命运共同体，推进协调并进势头。要强化核安全文化，营造共建共享氛围。
Xi Jinping pointed out in his speech that in the third Nuclear Security Summit held in The Hague, he called for the building of a global nuclear security architecture featuring fairness and win-win cooperation. To realize the objective, we should step up political input, pool international consensus, build a new type of international relations with win-win cooperation at the core, stick to the direction of addressing both symptoms and root causes and advance global security governance. We should step up national responsibility, plan and implement nuclear security strategy and tighten up a line of defense that is sustainable. We should also step up international cooperation, forge a community of shared future on nuclear security, and enhance the momentum of coordination for common progress. All parties should also step up the culture of nuclear security and create an atmosphere of joint efforts and shared benefits.
习近平指出，海牙峰会以来，中国在核安全领域取得了新进展。中国奉行精益求精的理念，努力探索加强核安全的有效途径，已经将核安全纳入国家总体安全体系，写入国家安全法，明确了对核安全的战略定位。中国坚持言出必行的原则，忠实履行国际义务和政治承诺。中国心怀合作共赢的愿景，积极推动国际交流合作。
Xi Jinping noted that since the Summit in The Hague, China has made new progress in the field of nuclear security. In pursuit of excellence through constant improvement, China has strived to explore effective ways to strengthen nuclear security. It has already incorporated nuclear security in its national security system, written it into the National Security Law and defined its strategic nature. Keeping its promise on nuclear security, China has earnestly fulfilled its international obligations and political commitment. Aspiring for win-win cooperation, China is vigorously promoting international exchanges and cooperation.
习近平强调，中国将继续加强本国核安全，积极推进国际合作，分享技术和经验，贡献资源和平台。中国将构建核安全能力建设网络，推广减少高浓缩铀合作模式，实施加强放射源安全行动计划，启动应对核恐怖危机技术支持倡议，推广国家核电安全监管体系。只要我们精诚合作，持续加强核安全，核能造福人类的前景必将更加光明。
Xi Jinping stressed that China will step up its own nuclear security, actively advance related international cooperation, share its technologies and expertise and contribute resources and platforms. China will build a network for capacity building on nuclear security, promote cooperation model for less use of highly-enriched uranium (HEU), implement the action plan on strengthening security of radioactive sources, launch the technological support initiative against crisis of nuclear terrorism and promote its national security monitoring system for nuclear power. As long as we cooperate in good faith and continue to step up nuclear security, nuclear energy will certainly deliver a brighter future to mankind.

The leaders attending the summit briefed on the policy, propositions and measures of their respective countries in their speeches, appreciating the positive contributions made by the nuclear summits to safeguarding and strengthening the global security of nuclear materials and facilities, and expressing their willingness to further boost international cooperation and promote global peace and security in the post-summit era.
