第24届中美商贸联委会会议20日在北京开幕。中国国务院副总理汪洋与美国商务部长普里茨克、贸易代表弗罗曼共同主持。作为本年度中美之间高层交往的收官之作，会议围绕双方关注的经贸领域问题进行广泛交流，希望中美商贸联委会继续发挥经贸摩擦“灭火器”和务实合作“推进器”的作用。
The 24th China-US Joint Commission on Commerce and Trade (JCCT) was held in Beijing on December 20th. The Vice Premier of China Wang Yang, the U.S. Secretary of Commerce Penny Pritzker and the U.S. Trade Representative Michael Froman co-chaired the meeting. As the final meeting of the high-level leaders between China and the United States in 2013, both countries actively exchanged views on several trade and economic issues, common concerns and hoped that the JCCT would continue to play an important role comprehensively promoting the economic and trade cooperation between the two countries.
汪洋在开幕式上说，今年恰逢联委会成立30周年。30年来中美贸易额从40亿美元到今年有望突破5000亿美元，双向投资从1亿美元增至1000亿美元。中美经贸合作有今天的成就与联委会密不可分。两国经贸合作任何一个突破性发展，任何一个重大分歧化解都离不开联委会的贡献。中美经贸合作能有今天这样的成就，与商贸联委会的作用密不可分。摆在我们面前的主要任务一共有三项：第一，为今年的中美关系收官；第二，这次会议也为明年的中美务实合作布局；第三，可以为共同构建中美新型大国关系务实基础。
At the opening ceremony, Mr. Wang Yang said that this year is the 30th anniversary of the JCCT. In the past 30 years, China and US's trade volume has grown from $4 billion to $500 billion by the end of this year. The bilateral investments are also increased from $100 million to $100 billion. This significant achievement is built with the remarkable contributions of the JCCT. Any important process or problem solving solution is directly connected to the JCCT. As for now, there are three main tasks for us: firstly, to perfectly conclude the China-US trade relations for 2013; secondly, to plan for the pragmatic cooperation between China and the U.S. for the coming year; thirdly, to jointly build a solid foundation for innovative cooperation models for China and the United States.
汪洋表示，今年中美关系好戏连台，中美元首两度会晤。特别是中国刚刚召开了十八届三中全会，对深化改革、扩大开放做了一系列重大部署。有关专家表示，气候变化、可再生能源、提高能源利用效率都将是两国经贸合作的重要方向。
Mr. Wang said that China-US relations made a great progress this year. Especially after the Third Plenary Session of the 18th Chinese Central Committee, a series of new policies will aim to implement major deployments for deepening China's reformation. Experts expressed that climate change, renewable energy and improvement of the efficiency of energy utilization will be the important areas in the bilateral cooperation between China and the U.S.
美国商务部长普里茨克表示，美方希望中国能够进一步落实最近的三中全会会议的这些决议，并对中国将继续朝着市场发挥决定作用方向表示支持。对于此次会议成果，普利茨克说：“我们需要在很多领域取得进展，比如说：知识产权的保护、服务业自由化、政府采购、农业和其他市场准入和监管的一些内容，我们一定要取得进展，而且这对于两国的人民有重要影响。”
The U.S. Secretary of Commerce Penny Pritzker said that the U.S. wished China to further implement the resolutions made in the recent Third Plenary Session of the 18th Central Committee and showed her support to the direction that China will continue to play an influent role in the international markets. To summarize this meeting, Mrs. Pritzker said: "We need to make more progress in many fields, such as the protection of intellectual property rights, services liberalization, government procurement and regulation in agriculture and other markets. We must make significant progresses to bring more benefits to the people in both countries."

The U.S. delegation expressed that the US-China relations developed positively and actively this year. We expect to see more realistic achievements from the reformation of the Third Plenary Session of the 18th Central Committee so that more Chinese and American people and companies will gain real benefits.
中美商贸联委会是两国政府最早建立的高层经贸对话机制之一，为扩大双边经贸合作、维护中美经贸关系稳定发展发挥了不可替代的重要作用。本届联委会是两国新一届政府组建后的首届联委会，本届联委会的成功举行，体现了中美双边经贸关系互利共赢的本质，为构建中美新型大国关系注入正能量。希望双方继续用好联委会的平台，加强对话沟通，扩大互利合作，开创双边经贸合作新局面。
The JCCT is one of the established high-level economic dialogue mechanisms between the governments of China and the United States, and play an irreplaceable role in expanding bilateral trade and economic co-operation as well as maintaining the stable development of China-US economic and trade relations. This commission is the first commission after the new national leaderships from both countries. The meeting was successfully held and created many win-win results for bilateral economic and trade relations between China and the United States with positive energy in many aspects. It is expected that the two countries will continue to utilize this great communication platform to strengthen the bilateral exchanges, achieve more mutually beneficial cooperation and take the bilateral trade and economic cooperation into a higher level.
本次联委会上，双方广泛深入讨论了贸易、投资等领域40多个议题，取得了丰硕的成果。双方同意共同推动中国自产熟制禽肉对美出口和美国牛肉对华出口，在商业秘密保护、软件正版化、扩大服务业和一般制造业开放、开放电子商务业务、加入政府采购协定、公平对待中国企业赴美投资、促进高新技术产品对华民用出口等议题上达成共识。
In this JCCT, both countries widely discussed over 40 issues and achieved productive results. The two sides agreed to jointly promote the exports of the Chinese self-produced cooked poultry to the U.S. and the American beef to China. Also, the meeting reached important consensus on issues, including the protection of commercial secrets, software licensing, opening services and manufacturing industries, promoting e-commerce business, establishing the government procurement agreements, providing fair treatments to Chinese companies to invest in the U.S. as well as promoting exports of high-tech products in civil use.
