The Two Sessions in China have demonstrated China’s sense of responsibility and showcased its wisdom, drawing global attention. On March 12, coinciding with the closing of the Fourth Session of the 14th National People’s Congress, President Wei Yan of Home and Abroad News Press led a delegation to the Embassy of Vietnam in China to interview Vietnamese Ambassador to China H.E. Mr. Pham Thanh Binh, and presented the first-day cover commemorating the opening of the 2026 Two Sessions.
范清平大使高度评价中国式现代化的伟大成就，期待从中国高质量发展中汲取新动能，希望越南与中国特别与广西进一步深化友好交往，拓展务实合作，推动越中全面战略合作伙伴关系行稳致远。
Ambassador Pham Thanh Binh spoke highly of the great achievements of Chinese-style modernization, expressing his hope to draw new momentum from China’s high-quality development. He also expressed his hope that Vietnam would further deepen friendly exchanges and expand practical cooperation with China, particularly with Guangxi, to ensure the steady and long-term development of the Vietnam-China Comprehensive Strategic Partnership.
一个14亿多人口的大国如何通过科学规划实现可持续发展？两会就是一个观察的窗口。范清平大使说，应邀旁听人大开幕会，让他更加了解中国式现代化建设，尤其是在面对国内外诸多挑战和困难的情况下，中国仍然保持高速增长和长期稳定，在推进科技创新、社会建设等方面谋划长远、落点精准的密码，令人高度赞赏。他看到，每年的中国两会正是中国全过程人民民主的生动体现，向世界传递“中国何以能”的治理秘钥，为世界提供更加全面的“中国方案”。
How can a nation of over 1.4 billion people achieve sustainable development through scientific planning? The Two Sessions provide a window into this process. Ambassador Pham Thanh Binh noted that being invited to observe the opening session of the National People’s Congress gave him a deeper understanding of China’s modernization efforts. He expressed great admiration for the country’s ability to maintain rapid growth and long-term stability despite numerous domestic and international challenges and difficulties, as well as for its long-term vision and precise implementation strategies in advancing scientific and technological innovation and social development. He observed that the annual Two Sessions serve as a vivid embodiment of China’s whole-process people’s democracy, conveying to the world the governance secrets behind “how China has achieved this” and offering the world a more comprehensive “Chinese solution.”
“您好大使阁下。中国两会今天胜利闭幕，你认为：中国政府设置 4.5-5%的经济增长潜力对世界经济增长的贡献率如何？你如何看待当前中国经济向好态势？”记者问。

范清平大使说：“我觉得，中国政府设置 4.5-5%的经济增长潜力有点保守，但从各项实实在在数据和扎实有力举措可以看出，今年中国宏观政策无论是力度还是节奏都“更加积极有为”，不仅将为经济增长提供坚实支撑，也有利于在应对挑战中塑造新优势、拓展新空间。”
Ambassador Pham Thanh Binh replied, “I believe the Chinese government’s projection of 4.5–5% economic growth is somewhat conservative. However, based on concrete data and robust measures, it is evident that China’s macroeconomic policies this year are ‘more proactive and effective’ in both intensity and timing. This will not only provide solid support for economic growth but also help forge new advantages and expand new opportunities while addressing challenges.”
范清平大使表示，“中国智慧”正为世界提供新机遇。2025年，是中国“十四五”规划收官之年和“十五五”谋划之年，此次中国两会做出新部署，为全球合作创造更广阔空间。越南与广西睦邻而居、陆海相通，合作基础坚实，特别是今年2月，广西代表团访问越南，双方就加强人工智能、数字经济领域交流合作达成共识，打开合作新大门。乘着中国两会的东风，双方必将迈上合作发展新台阶。
Ambassador Pham Thanh Binh stated that “Chinese wisdom” is offering new opportunities to the world. 2025 marks the final year of China’s 14th Five-Year Plan and the year of planning for the 15th Five-Year Plan; the new initiatives announced at this year’s Two Sessions create broader opportunities for global cooperation. Vietnam and Guangxi are close neighbors connected by land and sea, with a solid foundation for cooperation. In particular, during the Guangxi delegation’s visit to Vietnam this past February, the two sides reached a consensus on strengthening exchanges and cooperation in the fields of artificial intelligence and the digital economy, opening new avenues for collaboration. Riding the momentum of the Two Sessions, the two sides are bound to take their cooperative development to a new level.
范清平认为，近年来，特别是越中两国一致同意进一步深化和提升全面战略合作伙伴关系、构建具有战略意义的越中命运共同体以来，双边关系取得积极和较为全面的进展——政治互信日益巩固，越中两党两国各部门各地方和两国人民之间的合作持续开展，外交、国防安全领域的务实合作不断巩固和加强，经贸、投资、旅游合作成果丰硕。
Ambassador Phan Thanh Binh also mentioned that in recent years—especially since Vietnam and China agreed to further deepen and elevate their comprehensive strategic partnership and build a strategically significant Vietnam-China community with a shared future, bilateral relations have achieved positive and comprehensive progress: political mutual trust has been increasingly consolidated, and cooperation has continued between the two parties, relevant departments, local governments, and peoples of both countries. practical cooperation in diplomacy and national defense and security has been continuously consolidated and strengthened, and fruitful results have been achieved in economic, trade, investment, and tourism cooperation.
范清平赞赏习近平主席提出的全球发展倡议、全球安全倡议、全球文明倡议，认为这体现了中方积极推动全球在相关重要领域合作的使命担当。“三大全球倡议每项都有各自的中心任务、优先方向、独特优势，倡导各国相互尊重，增加互信，开展对话与合作，实现互利共赢，为解决地区和全球面临的和平赤字、发展赤字、安全赤字、治理赤字等紧迫问题提供方案。”
Ambassador Phan Thanh Binh commended the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative proposed by President Xi Jinping, noting that they reflect China’s commitment to actively promoting global cooperation in these important areas. “Each of the three global initiatives has its own central mission, priority areas, and unique strengths. They advocate for mutual respect among nations, increased mutual trust, dialogue and cooperation, and the achievement of mutual benefit and win-win outcomes, thereby providing solutions to urgent issues such as the deficits in peace, development, security, and governance facing the region and the world.”
范清平表示，三大全球倡议有利于维护全人类共同利益，推动世界各国人民的和平、正义和进步事业，顺应了各国人民建设更加美好世界的愿望，得到国际社会的关注和支持。越方多次表示支持三大全球倡议，近年来一直与中方就倡议框架内相关合作内容交换意见。
范清平指出，当前，越南正努力落实越共十三大提出的各项目标任务，在机制体制和基础设施等方面取得多项突破，更好服务国家发展，并积极筹备越共十四大。中国正在贯彻落实中共二十大重大决策部署，进一步全面深化改革、推进中国式现代化。越中关系保持积极发展势头，各领域合作亮点纷呈。“可以说，习近平总书记、国家主席此访是在越中两国社会主义建设、越中关系发展关键时期的一次重要访问。”范清平大使说。
Ambassador Phan Thanh Binh noted that Vietnam is currently striving to implement the goals and tasks set forth at the 13th National Congress of the Communist Party of Vietnam, achieving numerous breakthroughs in institutional mechanisms and infrastructure to better serve national development, while actively preparing for the 14th National Congress of the Communist Party of Vietnam. China is implementing the major decisions and plans adopted at the 20th National Congress of the Communist Party of China, further deepening reform across the board and advancing modernization with Chinese characteristics. Vietnam-China relations maintain a positive momentum of development, with cooperation in various fields yielding notable achievements. “It can be said that this visit by General Secretary and President Xi Jinping is an important one at a critical juncture for the socialist construction of both Vietnam and China and the development of Vietnam-China relations.” Ambassador said.
“越中同为共产党领导的社会主义国家，是‘同志加兄弟’的友好邻邦。越南对中国取得的发展成就感到高兴，中国的发展将为促进本地区乃至世界的和平、合作与发展做出更大贡献。”范清平说，我相信，中国的发展将为世界经济增长注入更多确定性，为包括越南在内的地区国家带来更多机遇、注入更多动力。
“Both Vietnam and China are socialist countries led by the Communist Party and are friendly neighbors who are ‘comrades and brothers.’ Vietnam is pleased with the development achievements China has made, and China’s development will make an even greater contribution to promoting peace, cooperation, and development in the region and around the world,” said Ambassador Pham Thanh Binh. “I believe that China’s development will inject greater certainty into global economic growth and bring more opportunities and momentum to countries in the region, including Vietnam.”
